They didn't have subsidies back in the 20s and 30s as they do now. The "government" didn't take care of anyone. Catholic charities and other charities helped the poor. But nobody gave them housing with running water, toilets in their own apartments, appliances to cook with, free day care for their kids, food stamps, health care, schooling, clothing, etc. Now the inner city poor can either go to one of these living arrangements, or go to a shelter.

So back to the New (Raw) Deal. Mark my words - Obama & cohorts will plunge us deeply into a depression. But unlike under the Hoover days, the government will also be there to pick everyone up.
